T.R.Baalu was re-elected from South Chennai Constituency and became Cabinet Minister for Environment and Forests on 13.10.1999 in the cabinet headed by Atal Bihari Vajpayee as Prime Minister.

Established National Biodiversity Authority with headquarters in Chennai,
India hosted the 8th Conference of Parties to the United Nations Commission on Climate Change for the first time in New Delhi, in October 2002 and was elected as the President. “Delhi Declaration on Climate Change” was adopted in this conference.
Led the High-Level Indian Delegation to the World Summit on Sustainable Development held in Johannesberg, South Africa.
