About T.R. Baalu

Thalikottai Rajuthevar Baalu known as T. R. Baalu is an Indian Tamil politician.

T.R.Baalu is the present Treasurer of the Dravida Munnetra Kazhagam.

Born in 1941 in Talikottai village, Mannargudi circle, present day Thiruvarur district – integrated Tanjore district. Father Rasuthevar, Mother Vadivaambaal. Their third child, T.R Baalu, was born with three sisters and Two brothers.

His father, Rasudevar, belonged to a farming family, loved by the villagers of Talikottai, He was called as the Sattaam Pillai of the village.

T. R. Baalu did his B.Sc. from New College, Chennai in Madras University and diploma in drafting engineering drawings from Central polytechnic Chennai. He was a member of Lok Sabha of India and has been elected five times since 1996.

POLITICAL CAREER of T.R.BAALU

Thalikottai Rajuthevar Baalu is is the present Treasurer of the DMK (Dravida Munnetra Kazhagam) Party. He is known for his political loyalty, tireless service and ideological commitment. With an engineering background and long experience in different fields, he is a successful Political and Social worker. T. R. Baalu was born on 15th June 1941 to father Rajuthevar at Thalikottai in Thiruvarur District of Tamil Nadu. He obtained L.C.E Diploma (Engineering) from Central Polytechnic, Chennai and graduated from New College, Madras University, Chennai. T R Baalu’s political career started at a very early age of sixteen (1957) when he joined the DMK party.

He was Inspired by Dr.Kalaignar during the period, when they started living in Royapettah in Chennai and Began to work with him. Since 1968 he has devoted himself full time to work for the Party. That was the period when the current leader of the DMK, MK Stalin, also began to engage in politics full time. The two took part in many struggles together.

He became Secretary of Chennai City District unit of DMK in 1982. During his political career Baalu went to jail over 20 times for participating in demonstrations and agitations for public cause. He came to political limelight when he was jailed for one year under MISA in 1976 for protesting against Emergency clamped in the country by the then Prime Minister Indira Gandhi. His strong protest followed by imprisonment in the famous midnight arrest of his Leader Dr. Kaliagnar Karunanidhi on June, 30 2001 would always be remembered not only in Tamil Nadu but in the political circle the world over. T. R. Baalu was first elected to Parliament as a member of Rajya Sabha in 1986. He served his full term till 1992. He took part in many healthy debates at Parliament and began to make his mark, by the Guidance of his parliamentary guru Murasolimaran. He still carries it in his heart. He was elected Lok Sabha in 1996 and became Minister of State in the Ministry Petroleum and Natural Gas. Towards the end of his tenure, he also held additional charge of the then Ministry of Non-conventional Energy Sources (now called the Ministry of New and Renewable Energy). Baalu was reelected to Lok Sabha in 1998, 1999 and 2004 from the same constituency of Chennai South and again in 2009 & 2019 from Sriperumbudur constituency. T.R. Baalu served as Cabinet Minister of Environment and Forests from 1999 to December 2003 and as Minister of Shipping and Road Transport and Highways from 2004 to 2009. T. R. Baalu is the Leader of DMK Parliamentary Party. He is also holding the charge as Chairman of the Department Related Standing Committee of Parliament of the Ministry of Railways. In addition, Baalu is Member of several Parliamentary Committees viz. Ethics Committee, House Committee and Consultative Committee of Ministry of Finance. He is also a Member of International World Affairs Council (IWAC).

Visited South Korea in January, 2005 and inspected Hyundai Heavy Industries Shipyard Complex, MIPO Shipyard and Sea Wall & Break Waters at Ulsan Port and participated in the Naming Ceremony of Very Large Crude Oil Carrier (VLCC) Visited Egypt in November 2004 and inspected the operations at Suez Canal, Held meetings with H. E. Mr. Alberto Aleman Zubeita, Second Vice President H.E. Mr. Rueben Arosemena, In-Charge of Maritime Affairs and others regarding the functioning of Panama Canal Authority and inspected the Panama Canal

Minister of Environment and Forests

Led Indian Delegation to the 5th meeting of Conference of Parties held Basel, Switzerland in December 1999. Attended 11th 14th and 15th Meeting of Parties to the Montreal Protocol on Protection of Ozone Layer held at Beijing, China in December 1999, Roma, Italy in November 2002 and Nairobi, Kenya in November 2003. Participated in the Biennial Environment Conference and Trade Show Globe held in March 2000 at Vancouver, Canada. Led Indian Delegation at the VIII Session on Commission on Sustainable Development held in April-May 2000 at New York Attended the 1st Global Ministerial Environment Forum – the Sixth Special Session of Governing Council of UNEP held in May 2000 at Malmo, Sweden. Addressed ESCAP Ministerial Conference Environment and Development held at Kitakyushu, Japan in September 2000. Led Indian Delegation to the Conference of Plenipotentiaries on the Stockholm Convention on POPs held at Stockholm, Sweden, May 2001. Led the Indian delegation on World Summit on Sustainable Development held in Johannesburg, South Africa from 26th to 30th August, 2002. After protracted and intensive deliberations, the Summit issued a high level political declaration and Johannesburg Plan of Implementation for furthering the international action for promoting sustainable development. Elected as President of the Conference of Parties (COP) and this position was held from 23rd October, 2002 to 1st December, 2003. Assiduously campaigned for the early ratification of Kyoto Protocol in the capacity of President of COP Was instrumental in organizing the Conference of Parties (COP) to the United Nations Framework on Climate Change in New Delhi from 23rd October, to 1st November, 2002. This Conference was the biggest International Conference held in India, since Independence. It was attended by 80 countries including Ministers of Environment and Forests. The Conference culminated in adoption of Delhi Declaration on Climate Change

Led High Level Delegation to organize Road Shows in Australia, Indonesia, Malaysia and Singapore in June-July 1997 to woo foreign investors in Oil Exploration in India.
