International Cooperation |
|
India contribute significantly towards international cooperation in maritime shipping by actively participating in the activities of various international bodies like International Maritime Organization, International Labour Organization, United Nations Conference on Trade and Development (UNCTAD) etc. Some of the milestones achieved during the period of reporting are briefly described below.
Visit to Suez Canal and Panama
T.R. Baalu visited Egypt and Panama in November 2004 to hold discussions on further strengthening bilateral cooperation in Shipping.

International Maritime Organization (IMO) Council
IMO is an international forum where members can consult and exchange information on maritime matters. During Baalu’s regime, India won election to the IMO Council in Category ‘B’ in 2007-08 by second highest number of votes with 127 out of the total 138 valid votes cast in its favour. This is considered a great achievement in the international maritime sector.
India was also unanimously elected during 2007-08 to the Executive Council of the IOPC Funds 92 (International Oil Pollution Compensation Funds). These are International Organizations, which provide compensation for oil pollution damage resulting from spills of persistent oil from tankers.
Meeting with Ambassador of Iran
Iranian Ambassador Mr. S. Z. Yoghoubi called on T.R. Baalu 8th June 2004. Important bilateral issues to further strengthen cooperation between the two countries were discussed during the meeting.

SAARC Technical Committee Meeting on Transport
The first meeting of SAARC Technical Committee was held at New Delhi on 17-18 January 2005 under the regime of T.R. Baalu.
The Memorandum of Cooperation between India and USA
A Memorandum of Cooperation (MoC) on Maritime Transport Science & Technology was signed during T.R. Baalu’s period on 14th April 2005 between Government of India and Government of USA. The MoC envisages cooperation and collaboration between two countries in various field related to Maritime Transport Science & Technology. The MoC aims at making important contributions towards encouraging and advancing safe, economical, efficient and environmentally sound transportation system.
Indo-Russian Sub-Group on Transport
The 11th meeting of Indo-Russian Sub-Group on Transport under the Indo-Russian Working Group on Trade and Economic Cooperation was held at Moscow from 24-26 August 2005. Among others, the Sub-Group discussed the following issues:

North South Transport Corridor
In pursuance of the Article 6 of the Inter-Governmental Agreement on International North South Corridor, the third meeting of the Coordination Council was hosted by India in New Delhi on 20-21 October 2005. The meeting was attended by representatives from India, Iran, Russian Federation, Armenia, Azerbaijan, Belarus, Bulgaria, Kazakhstan, Kyrgyzstan, Tajikistan, Tutkey and Ukraine. The fourth meeting of the Experts Groups on ‘Commercial and Operational Matters’ and Customs and Documentation Matters’ was also held simultaneously.
Shipping Agreements
A Bilateral Agreement between India and South Africa concerning Merchant Shipping and other Maritime Transport related matters was signed at Cape Town, South Africa on 23rd March 2006.

A Trilateral Agreement amongst India, Brazil and South Africa concerning Merchant Shipping and othe Maritime Transport related matters was signed at Brasilla, Brazil on 13th September 2006
A Maritime Shipping Protocol between India and Pakistan was signed between India and Pakistan on 14th December 2006.
Implementation of ISPS Code
The ISPS Code (International Ship and Port Facilities Security Code) provides for international framework through which ship and port facilities can cooperate to detect and deter acts, which threaten security in the maritime transport sector. The Code was introduced internationally with effect from 1st July 2004 in respect of contracting parties to Safety of Life at Sea (SOLAS) 1974 including India.
